This area is for .htaccess which is the default name of the Apache directory-level configuration file. The .htaccess file configures the current directory with things like password-protection, URL rewrites, and so on.
 
While some features are available with some ISAPI filters using IIS you should ask support which ISAPI filter is supported on the server your site is running to assure that your edits do not cause your site problems. Some level of documentation understanding is required to assure that you do not have undesirable results.
